With high school students it depends on the parents and whether they want to be involved or not. Generally I start by implementing a planner system which the parents should check daily. Most schools have online sites that show homework so parents can easily check the planner to the site. Having the planner filled out means the student is aware of what homework they have, which is the first step to time management. A lot of high school students don't want to do this because they can check the sites themselves but that often doesn't happen. Once they've consistently used their planner for awhile the parents can back off and do every other day checks and slowly phase it out to only when they are curious.
The other thing I will work on is working with the student to schedule when they will do their homework as well as how long will it take. Some high school students know how long to spend on their homework others don't. If they don't we work on better prediction skills. If students don't have a realistic idea of how long something will take they will put it off (either this will take hours so I won't do it or I can do it in 1 minute so I can start on it later). Then we will schedule when to do their upcoming work. The rest of a session I will spend prioritizing which homework they need help with and either figuring out how to get that help, or going through that homework with them and figuring out how to do the assignment depending on my competency with the particular assignment.
